Environmental stickers - do I need these?
More and more cities, regions and departments are introducing environmental standards and establishing environmental zones. This in most European countries. For which countries is an environmental sticker required? You can ask yourself: 'do I need a sticker anyway?'
If you avoid the centers of the cities where a low emission zone is in effect, you do not need a sticker. However, under extreme conditions, the zones can be temporarily expanded.

Eg. Paris: You need an environmental sticker in the center of Paris, not on the periphery. You drive south and pass Paris via the ring. Since the standards have been exceeded by the circumstances, the emission zone will be extended to the ring! There you are! You do not have an environmental badge!

I can give more examples like this.

That is why I have already bought and affixed an environmental sticker for France and Germany. You buy these stickers once, are not expensive, and are vehicle and license plate bound.

An overview:

Because each country has a different scheme, I have already listed the scheme for Belgium, Germany, France, Spain and Italy here. The list is not complete, but for us these are the most common destinations. The following countries also have environmental regulations: Denmark, Switzerland, Great Britain, Northern Ireland, Hungary, the Netherlands, Norway and Sweden. Sometimes these are registrations with surcharges to be paid, sometimes stickers, some countries work with permits, and others restrict access based on even / odd number plates alternately.

Inform yourself before you go!

Tip! I notice that the Euro standard for motorhomes has a reasonable impact on the potential second-hand prices of motorhomes. If possible, take this into account for the timing if you were to sell your motorhome.

Belgium:
You do not need an environmental sticker for Belgium. The check is done when entering a low emission zone. This by means of ANPR cameras (cameras with number plate recognition). It is best to inform yourself in advance which environmental standard your motorhome meets.

Antwerp and Brussels have currently established an environmental zone. Ghent and Mechelen have advanced plans. In Belgium, an environmental zone is usually referred to as a LEZ (low emission zone, zone de faible émission).
For more information about the LEZ in Belgium:

Germany:
In many German cities and surrounding areas (including Berlin, Cologne, Düsseldorf, the Ruhr area, etc.) an environmental sticker is required to be allowed to drive the car in the relevant zone or towards the city center. There are different vignettes and depending on your type of vehicle you can enter further into the zone.
The color of your sticker mainly depends on the age and emission class. If you have a particulate filter installed afterwards, you may qualify for a higher vignette class, which requires an official statement from the manufacturer (CEC).
The affected zones are indicated with a special type of traffic sign. The color of the dots under the Umwelt sign determines the permitted vehicles. The end is indicated by the crossed-out Umwelt sign.

In this example you are only allowed in with a yellow or green sticker.

Currently the green vignettes (nr 4 & 5) are allowed all the way into the city center. There will be this year (2018) a new category at (blue, no. 6), and gradually the environmental zones will expand and access will be increasingly limited.

In Belgium you can purchase a German environmental sticker via the VAB webshop or via Touring. A sticker costs € 14 + shipping costs for both.
I bought the sticker myself via the website Tolltickets.com (here I buy all my European road stickers). I paid € 8.90 + € 2.40 shipping costs through this site!
Before you can order the environmental badge, you must upload your registration certificate and certificate of conformity (you must scan the documents in advance to be able to transfer them digitally). After checking by the services, you can order the sticker. I thought there is a possibility to send the documents by post.
France:
Since 1 July 2017, the Crit'Air ecovignette has been mandatory in France for those who want to drive around cities where environmental zones have been established. An environmental zone can consist of a zone where limited traffic is allowed, the so-called "Zone à Circulation Restreinte" (ZRC), or of an air quality zone. Within these zones you can only drive between 8 a.m. and 8 p.m. on working days if you have an eco-vignette. If you would like detailed information about the zones, please visit the following website: www.crit-air.fr

The sticker can only be obtained from the official website certificat-air.gouv.fr/. The cost is 4.21 €. Just like for the German sticker, you will first have to submit your vehicle documents.

In this document you can find to which category your camper belongs: classifications Crit'Air
See the image for an overview of the environmental zones in France.
Spain:
Some Spanish cities, such as Madrid, have established environmental zones to improve air quality and create more space for local residents. These low-traffic zones are indicated by signs labeled "Area de prioridad residencial".

APR: zone for permit holders only

Those who do not have a permit are not allowed to enter the zone. Driving into an APR can result in hefty fines and it is recommended to pay close attention to the signs and not to ignore them. It is checked with the help of cameras. Persons who are not traveling with a motor home and book a hotel in such an area must provide their number plate in advance. It is best to contact the hotel owner in advance to inquire if a waiver has been requested.
Disabled people must meet strict, locally determined rules to enter an APR. More information is available from the local authorities.

Barcelona has had a temporary environmental zone since December 2017 that only applies in case of strong air pollution. If the environmental zone has been set, you can only enter it from Monday to Friday from 7 am to 8 pm with a valid environmental badge. You can buy this sticker in Spanish post offices.
For foreign vehicles, it is not mandatory in Barcelona to have an environmental sticker.
For more information you can always visit the website of the Spanish government. However, this website is only in Spanish.

Italy:
In order to reduce the traffic pressure in the city centers, many cities in Italy have introduced a kind of environmental zone, the Zona Traffico Limitato (ZTL). Only cars that have explicit permission to do so may drive in that zone. So it has nothing to do with how much your car emits. It is mainly residents or suppliers who are allowed to enter a specific zone. In some cities the ZTL does not apply all day. The traffic signs when entering the zone indicate the hours between which you are not allowed to enter the zone.

With the camper you do not necessarily have to be inside the zone, then it is better to park outside the zone and enter the zone in a different way, for example on foot, by public transport or by taxi. You cannot get a permit either.
Anyone who drives into a ZTL without permission will be fined 80 euros. The start of a ZTL is indicated with a traffic sign, but tourists sometimes overlook this or do not know what the sign means. In addition, you will receive a new fine every time you enter the zone. Anyone looking for a parking space and passing the camera four times will therefore receive four fines! The extra fines can be challenged, but it must be in Italian. Difficult of course if you do not speak the language. In addition, it is not always certain that the extra fines will also be dropped. Anyone who does not pay their fine within 60 days in Italy can expect an increase in the amount of the fine, which sometimes goes up to double. If your complaint is not accepted, you may still have to pay the fine plus the extra fine for the late payment. For example, the four times will not be 320 euros, but 640 euros.

The headboard is clearly recognizable. If you see such a sign, check whether your dates and / or hours are listed. If you are not sure, the golden advice is: turn around! And don't just enter the zone behind a permit holder!

Cities with environmental zones are, for example, Rome, Arezzo, Bologna, Bolzano, Bressanone (Brixen), Florence, Milan, Palermo, Pisa, and Verona.
Milan's historic center is only accessible for vehicles with a vignette from 07:30 to 19:30 from Monday to Friday. During these hours, an admission ticket of € 5 must be purchased for the so-called Area C.
The card is valid for one day. Multi-day tickets are for sale for € 30 and € 60. Cards are available at tobacco shops, newsstands and a number of retail chains, among others.

On some small Italian islands, motor vehicles of non-residents are not allowed during the summer months. It concerns, for example, Capri, Ischia, Ponza and Procida.
Environmental vignettes - app

I have described the main environmental zones. Yet it is a complex matter and you will often not always know on site whether you are allowed to enter the zone or not.

For this there is a very interesting app (which I also use myself), which you can install on your smartphone, namely:

Green-zones

The Green-Zones app helps you to keep an overview and supports you with the following services:

✓ A detailed overview of all rules and exceptions of each environmental zone in Europe for which you have to buy an environmental sticker or vignette.
✓ A detailed overview of all available environmental badges and vignettes that you can buy in Europe and which of the 17 vehicle types and EU standards they can get until which date of registration.
✓ A geographic data-based map system showing the boundaries of each environmental zone in the form of images and with zoom-in options.
✓ Daily status reports from local environmental authorities of different environmental zones to determine the access status for the next day.
✓ Notifications from authorities about announced temporary driving bans in environmental zones for the next day.
✓ An easy option to order all European environmental stickers / vignettes about the app.

You can download the app for free via the apple app store or via google play for android.

All you have to do is enter your vehicle and the environmental stickers already purchased in the app. You will then receive an overview of where you can enter per country, region or city.
